The Mass Highway Dept is responsible for maintaning all State Highways, Interstate Highways and Bridges within the Commonwealth. It is not common to see a MassHighway crew in every city and town. MassHighway contracts private sector union laborers to carry out project contracts. Project Contracts are the files used to hold information on all work being done.

During the Feburary of 2009, District 4 recieved a large stimulus package of $160 Million dollars. These funds are currently being used to tackle the aging bridges and roadways in the merrimack valley area, particularly in Lawrence and Methuen. The largest project to me birthed from the stimulus is the Route 28 bridge over Route 213 in Methuen. The project is to cost an estimated $28 million dollars, possibly rising to 34$ million.
